Kinerja Jaringan Irigasi Sadan Menggunakan Metode IKSI

Abstract


Irrigation networks are vital infrastructure in supporting agricultural productivity and food security. One of the strategic networks in Pasuruan Regency is the Sadan Irrigation Network, which serves an agricultural area of 322 km² with the support of a main weir, primary, secondary, and tertiary canals, as well as complementary structures. Over time, the network’s performance has declined due to channel damage, sedimentation, aquatic weed growth, and the lack of maintenance and farmer participation. These conditions have resulted in uneven water distribution and reduced irrigation efficiency. This study aims to evaluate the performance of the Sadan Irrigation Network using the Irrigation System Performance Index (ISPI/IKSI) method. Primary data were collected through field observations, technical measurements, and interviews with farmers and irrigation managers, while secondary data were obtained from related agencies. The analysis was carried out using a quantitative-descriptive approach based on the guidelines of the Directorate General of Water Resources, assessing aspects of physical infrastructure, water distribution, operation and maintenance, institutional arrangements, and farmer participation. The results show that the total ISPI value of the Sadan Irrigation Network is in the range of 65–70, classified as moderate. Physical infrastructure and conveyance canals are the lowest-performing components due to structural damage and sedimentation, while complementary structures are relatively good. Water distribution remains suboptimal due to illegal tapping and canal leakage, while operation and maintenance activities are incidental rather than routine. Farmer participation through Water User Associations (P3A) is still limited to communal work and not yet well-organized. In conclusion, the Sadan Irrigation System is still functioning but not optimally effective or efficient. Infrastructure improvements, routine maintenance, and strengthened institutions with greater farmer participation are essential. This study confirms that the ISPI method is relevant as an integrative evaluation tool to support sustainable irrigation management.
