Keterlambatan Pembongkaran dan Pemasangan Lift Baru Menggunakan Metode House Of Risk (HOR)

Abstract


Delays in construction projects, particularly in dismantling and installing elevators, can significantly impact project time, cost, and quality. This study aims to analyze the factors causing delays in the project of dismantling the old elevator and installing a new one at a building owned by PT. X. The House of Risk (HOR) method is used to identify and prioritize risk agents and to develop effective mitigation strategies. Data were collected through interviews and focus group discussions (FGD) with project stakeholders, including the owner, contractor, building manager, and supervisory consultant. The HOR Phase 1 (HOR1) analysis identified 15 delay agents and determined three with the highest Aggregate Delay Potential (ADP): delayed project commencement, imported materials, and delay in dismantling the old elevator. HOR Phase 2 (HOR2) was then used to formulate the most effective mitigation actions based on the ratio of effectiveness to implementation difficulty. The results show that the three main recommended mitigation strategies are: rescheduling project activities, accelerating material procurement, and involving a supervisory consultant from the beginning of the project. Implementing these strategies is expected to significantly reduce the risk of delays and enhance the efficiency of future project execution.
