Analisis Faktor Penyebab Keterlambatan pada Proyek Konstruksi Pembangunan Tebing Sungai di Kota Sungai Penuh

Abstract


Construction project delays remain common in Indonesia, particularly in infrastructure works located in regions with challenging geographical conditions, such as Sungai Penuh City, Jambi Province, which experiences high rainfall and mountainous terrain. This study aims to identify the factors causing delays in riverbank retaining wall projects and determine the most dominant factor. The research employed a mixed-method approach, combining qualitative in-depth interviews with seven respondents and quantitative analysis using the Analytical Hierarchy Process (AHP) to calculate priority weights, supported by secondary data from contract documents, project progress reports, and daily rainfall records. The Consistency Ratio (CR) value of 0.05 (<0.1) indicated that the assessments were consistent. The AHP analysis identified five main delay factors: environmental and site conditions (0.34), finance and payment (0.26), labor (0.14), project management and planning (0.14), and materials and equipment (0.12). The top subfactors were extreme weather/high rainfall (0.23), delayed payments (0.21), coordination among implementers (0.09), labor shortages (0.09), and difficult topography (0.07). The findings highlight the dominance of environmental factors, exacerbated by financial constraints and coordination issues. Recommended mitigation strategies include adjusting project schedules to avoid the rainy season, expediting administrative and payment processes, strengthening cross-stakeholder coordination, improving logistics management, enhancing local labor skills, and implementing environmental impact mitigation to improve project timeliness and efficiency.
