Manajemen Konstruksi di Kawasan Kritis: Studi Kasus Proyek Pembangunan Gedung Kedokteran Nuklir

Abstract


The construction of the Nuclear Medicine Building at Dr. Soedarso Regional General Hospital, Pontianak, involves a complex special structural system, yet experienced delays and several changes during implementation, risking cost and schedule overruns. This study aims to evaluate and analyze construction management in the project across five key aspects—cost, time, human resources, materials, and risk—by comparing initial planning with actual field conditions. A descriptive quantitative method was applied, using primary data from field observations and market price surveys, along with secondary data including the Budget Plan (RAB), Unit Price Analysis (AHSP), shop drawings, Terms of Reference (RKS), and Construction Safety Plan (RKK), analyzed through the Implementation Budget Plan (RAP), bar-chart scheduling, and the HIRARC method. Results show that the RAP, at IDR 8,756,988,074.05, was more cost-efficient than the RAB of IDR 12,215,041,500.12, yielding savings of IDR 3,458,053,426.07, equivalent to a 28% efficiency gain. The project was scheduled over 90 working days (15 weeks), with peak workload in week 12 and the highest labor demand of 980 workers in week 10, while structural work was identified as posing the highest safety risk. Based on these findings, it is recommended that cost control be based on actual market surveys, that scheduling anticipate peak workload periods, that labor allocation remain flexible during critical weeks, and that occupational safety supervision be strengthened particularly for structural work to ensure overall project efficiency and safety
