Evaluasi Kompetensi Pengawas Lapangan Berdasarkan SKKNI dalam Pelaksanaan Proyek Konstruksi di Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Sijunjung

Abstract

Field supervisors play a crucial role in ensuring the successful implementation of construction projects, particularly in controlling the quality, time, and cost of work. The competence of field supervisors is a key factor in ensuring that the construction process runs in accordance with technical specifications, occupational safety standards, and applicable contract provisions. Therefore, competency standards referring to the Indonesian National Work Competency Standards (SKKNI) are needed as a reference in improving the quality of human resources in the construction sector. This study aims to identify competency factors that field supervisors must possess, measure the level of conformity of these competencies to the SKKNI, and analyze the relationship between competencies in the Indonesian National Qualification Framework (KKNI) levels 4–6 and 7–9 in construction projects at the Public Works and Spatial Planning Agency of Sijunjung Regency. This study uses a quantitative approach with a survey method by distributing questionnaires to 100 respondents consisting of contractors, supervisory consultants, and technical officials involved in the implementation of construction projects. Data analysis was carried out through validity and reliability tests, factor analysis, and Structural Equation Modeling (SEM). The results of the study indicate that field supervisor competency is formed from three main dimensions, namely technical and managerial competency, social and operational field competency, and professional work attitude. Of the 36 competency indicators analyzed, 72.22% are in the appropriate category and 27.78% are in the very appropriate category according to the SKKNI standards. In addition, the results of the structural analysis show that competency at KKNI levels 4–6 has a significant effect on competency at KKNI levels 7–9 with a coefficient of determination (R²) of 0.658. These findings indicate that the competency system is hierarchical and progressive and plays an important role in improving the quality of supervision and professionalism of workers in the construction sector.
